I cant get IMAP to work

I am having issues getting IMAP to work with SmarterMail latest version, I think I have it configured correctly in the bindings and there are no firewalls blocking, I can see the other ports listening 25, 110, 139, 383, 587,5222 but not 143.
I have tried telneting to port 143 with no luck, the system is Windows 2012 R2.
the only other thing running on the server is apache using ports 80 and 443.
Any thoughts I to why the port is not listening? I have rebooted as well,

Is port 143 bound to the IP address you are using?
