Is this still relevant? My customer is using Outlook 2016 and we switched her over to IMAP a while ago (mailbox 8+ GB). She needs to have all emails available locally.

In the SmarterMail 16 changelog, I've seen a lot of improvements in EAS/EWS lately, so might want to give EAS a try again soon, or is the issue mentioned in this article protocol-related and should we always go for IMAP for 5GB+ mailboxes?

IMAP is always a good solution for a larger mailbox. Microsoft isn't developing EAS for Outlook use in non-Microsoft environments. (E.g., use with Outlook365). That said, SmarterMail 17 will offer MAPI support, which will bring native Outllook integration to SmarterMail. I'd suggest sticking with IMAP for now then giving MAPI a try when it's released.
