Content Filtering globally for all domains

So I am proposing that we have a way to filter content globally on the server for all domains instead of writing the same rule sets over and over for each domain. For instance, a spammer gets several addresses for different domains on your server possibly because they replied or clicked unsubscribe, etc. to an email. Now the spammer starts phishing for other email addresses on your server and sends to several domains. Now I know we have the global Blacklist and Whitelist under security but that only covers specific IP addresses or ranges and not email domains or addresses. As we all know spammers are very crafty at changing IP's if they know an IP may have been Blacklisted on your server. I think it would be beneficial if we could add an area in both sections(Whitelist and Blacklist) for email addresses as well. That way it blankets all domains at once and if you have to make a change on a single domain you won't have to update every rule set over and over again with the new change you made. It would be just handled under one section.
