Can a user be able to login but not be able to send and receive email?

Is it possible to set a user account such that they are able to login to SmarterMail, i.e. their account is not User Status: Disabled, but they cannot send or receive email?  We need them to be able to create a new account via the API, be able to login right away, but not be able to send (SPAM) or receive any email until a staff member sets their account to be allowed.

I might be answering my own question here. What if I set:
enabledstatus=Enabled
enableimapretrieval=false
enablepopretrieval=false
enablesmtpaccounts=false
servicelevelmap=0

That means they can login, set preferences, do things with calendar and contacts, etc. but they cannot send and receive emails?

Hey Connie,
 
If you disable a user's Incoming and Outgoing SMTP on their Service Access tab, it will allow them to log into the interface but not send or receive email.
