Question about behaviour of filters

I see that there are two ways to setup filter sets
 
  1. Settings > My Settings > Filter Sets
  2. Settings > Site Settings > General Settings > Import Filters

#1 appears to apply to real-time reports, but not scheduled email reports ("mark as default filter set" is checked)
#2 appears to apply to both
 
Is that expected behavior? 
 
I would think the desired behavior would be to import everything, and filter the reports - rather then selectively importing.

The Import Filter (2nd option which is a site wide setting) apply the filter set when it import in the logs, so all report ran will have the data excluded.  The Filter set it just for a specific report.

How do we apply a filter set to the CEO overview report (this is a scheduled email report)?

If you want to apply a filter to the CEO report you have two options.  You can go in and edit each report in the CEO report to apply the filter or you can create a new CEO report and apply the filter.  If you do create a new CEO report here is a knowledge base article on how to set it up: http://portal.smartertools.com/kb/a2825/re-create-the-default-custom-report-ceo-overview.aspx

Thanks for the reply. I'll give that a try.

Is there a way to define a new report at the server level and push that report out to all sites? If not by GUI perhaps by exiting xml files or web services?

At this time there is not a way to set up a report and push it out to all other sites.  This is a good feature suggestion.
