Restrict Admin passwords

I have been running into an issue with password restrictions. I have configured my restrictions in SmarterMail and all users are required to follow the restrictions. However if an admin resets the passwords they do not have to follow these restrictions.
 
Is there a way to enforce password restrictions for all users?

At this time the password policy does not apply to system administrator.  Your question is more of a feature request so I went ahead and changed this to a Proposed Idea.
