Default Notification Profile - Event Notification for user over quota

I would like to create an event notification such that if any user on the server exceeds a certain percentage of storage capacity they receive an email alert. I can do this for an individual or on a per user basis but I want to do it for all users. I created an "Event" that if "Mailbox Usage %" is "Greater Than" 85% it performs "Action" "Use Default Notification Profile for User" for sending an alert email. But by default every user's "Default Notification Profile" is blank or empty and the notification does not work.
I don't want to have to create a notification profile for every user on the server. Is there a "big hammer" solution to do this for all users?

You can try to add a new action, and set the action item to send an e-mail. You'll want to configure the action with the To Address field using the #emailaddress# variable. 
 
This should then generate an e-mail in addition to the popup encountered for the user the event triggers on. Using this method you wouldn't need to configure this on a per-user basis.
