Hello!
To disable the News and Knowledge Base from appearing on the Portal you'll need to modify the Roles. Log in as the System Admin and go to Settings > System Settings > Organization > Roles. For each Role that you would like these to be disabled for, you'll edit the Role and change the associated field to "None". For example, if you edit the Everyone role and change the KB Articles, KB Comments, and News fields to "None" then go to your Portal, you should see that when you're not logged in, the KB and News sections will not be visible.
